Because we didn't see the person drop the dollar? And we'll never know who it belongs to? And we should leave it on the ground so someone else who's not the owner will pick it up and keep it?
It's not stealing if they didn't see the person who dropped the dollar. And if there aren't any people around if you found the dollar and ask who it belongs to

Just leave it. The owner can come retrieve it, or someone of ill will can steal it, either way, not yours, or your problem
It's called, "finders keepers", it's totally different than robbing a bank. Do you believe if I leave it, someone else would do the same or just pick it up and keep it like when you find a lucky coin on the ground?
My dad picked up a $20 off the ground by Walmart the other day. Turned out to be fake money. From some movie set. God just loves his practical jokes I guess. That's what he gets for spending $13 😂🤣🙃
