They look like a bunch of PCSO's (Police community support officer), which are unarmed in every way, just a radio, here its hard to tell as they have no hats/helmets and very little markings, which is why i think PCSO's, they have very limited powers, some don't even carry handcuffs, because they can only detain a person, but they don't do arrests, they issue tickets called PND's (Penalty Notice for Disorder), for public order offences like nuisance dogs, truancy, littering, etc.
They are known as 'Plastic Policeman'.
