Recruitment is down because a large segment of potentials keeps dropping out of high school, they'e increasingly out of shape, and face it, staying home and playing CoD is so much less sweat inducing plus Hot Pockets beats rations anytime....
Then again, forcing soldiers to wear makeup for Tik Tok vids might be the cause, I dunno,,,
