"Responders" is the operative word.
Police do not prevent crimes, they respond to reports of crime.
The service you receive depends on the responding officers timeliness, ability, give a damn, or mood.
You, I, whoever, we're are already there, on scene, and the victim.
If you are weak, feeble, timid, and wish to run or hide to call and wait for the police that is your decision to make, but laws should not infringe on your right to defend your life or property from the criminal acts of another if you believe you are up to the task.

Not advocating putting on a gun belt and sending lead down range for someone letting their dog poop on your lawn, or reaching over your fence to steal your rake. A simple bludgeoning with a stick would suffice in those circumstances π
If it's my property, I fight the fire until the fire department arrives. Likewise I should be able to fight crime on my property until police arrive without facing criminal or civil charges - assuming I acted reasonably.
