There's this kid that absolutely HATES me (I genuinely don't know why lol), so he always makes fun of me, etc. My teacher seems to ALWAYS (and I mean always) pair me up with him whenever we have partner activities... I swear the teacher also hates me or something.

Think of it from the other person's shoes. They see you as weird dumb and rude, you see you both have created a mutual hatred for one another therefore your teacher is trying to make you not hate each other. But you see there was this on bitch throughout my elementary year and sixth grade year that was a piece of shit that made my life living hell and she never got in trouble for threatening to murder and torture my family, but when I told her to back off the teacher said I was in the wrong. You know what you're right. TL;DR HE IS RIGHT!
