Moderate and Conservative economists who don’t deny science have known that the government has a role in protecting the environment (i.e. protecting innocent third parties from the polluting activities of others) since at least the ‘70s.

The least-intrusive market-driven solution to this problem is a carbon tax.
It doesn’t work by the government spending money or banning anything — but rather, by forcing consumers and businesses to think about the pollution they cause and whether their polluting activities are still economically beneficial and efficient.
But yes, the other approach to this is to just sit back and hope a genius, wholly privately-funded invention like cold fusion will be discovered and magically solve this problem for us
