The main reason that is true is because of voter suppression. Stopping the people from voting.

What is preventing Democrats from voting as much or more than Republicans?

Lots of things, such as intentionally placing polling places in inconvenient places (sometimes inside private property where they can't go), having incredibly long lines whilst banning shades and drinking water for those people waiting. Posting cops there who have a proven track record of being extremely racist, since minorities lean Dem, in position to implicitly threaten to beat/arrest/kill any minority who tries. GERRYMANDERING making the votes in Dem areas powerless...

And all of the above leads to a lot of those Dem voters seeing voting as pointless so they don't try. Learned helplessness from abuse.

So your saying democrats voters:
Won’t vote unless it’s in a convenient place,
Think voting is not worth waiting in line for,
Aren’t smart enough to account for sunny days or bring their own drinking water
Think all cops are racist and want to threaten, arrest (because they are guilty of a crime), and kill them,
Won’t vote unless they think their candidate will win
Are all helpless, abused minorities.
