To avoid liability, most websites will probably implement ID checks or biometric checks, which means to access anything on the internet, you’ll most likely need an ID.
The Parents Decide Act on the other hand is super enforceable, as they really only need to make sure Apple and Microsoft implement it on their OS setup. They could just ban the use if Linux outright if Linux refuses to do this.
