What if you're born on February 29?

My brother in law's brother has his birthday on Feb. 29th. Well, they call him the baby and make fun of him all the time. He's almost fifty it he hasn't had his 16th bday yet because it comes only every four years. So, make fun of the poor bastard and make him/her buy the beer! Done! How's that work for you? Lol
