Political correctness is basically going out of your way to say things so as not to offend anybody. However, people take it too far. This meme is saying political correctness is stupid, but the way it's worded mocks political correctness, as it says "severe lack of intelligence" instead of "stupidity" or some such word.

That means you have trouble learning due to a brain defect of some sort, which means your problem is not your fault. Severely lacking intelligence means you're stupid and it's your fault.
