It is a hilarious meme, but there was obviously a lot of prior planning, they didn't just decide to hit Paris because Russia was threatening from the downing of the aircraft.
Possibly. But when you have a never ending supply of people willing to blow themselves up ... you kinda can just send them out to ... wherever on pretty short notice. I mean. Can't you?

True, you can't beat a birth rate (unless you nuke them from orbit, the only way to really be sure). But, I was referring to the outfitting, logistics, and coordination of a timed attack. Had to be planned well in advance.
Let's not give them too much credit. After you have the weapons, they could pretty much say "hey, at 9:30, start shooting". A short car ride and a text message later... well... you know.
