The US used to have laws about that for police which makes sense. At the gas station if someone started swearing and insulting me then I have the right, and the expectation, to refuse service and to ask them to leave. If they refuse then I can call the police. Only four times have I refused service. Twice because the people were being rude and belligerent toward me. Once when someone nearly backed into me. A recently a customer that nearly rear ended the car in front of them.
Now here's the thing about elected officials at least in the US. They actually give up rights and protections they normally would have as private working citizens and one of them is the right to 'refuse service' to the 'customers' being the voters who put them into power which makes sense because elected officials are supposed to work for us.
