The way that Democratic presidents generally spend their big wads of money (and Biden's expenditures in particular) is to funnel it to lower income people, and spend it on things like education and infrastructure that improve productivity. I don't know why you're bringing in Rachel Maddow into this debate, or why you find it so challenging to spell her name correctly, but the pattern has been set for the last 6-7 administrations: Republicans run up the deficit, and Democrats pay it down.
