The recent Los Angeles mayor election was a textbook example. Send out ballot to everybody. Allow registering to vote the day of the election. Start counting the votes before all the votes are in. That way you know how many votes you are behind. And how many votes you need to go out and get from unverified, no-ID, harvested ballots. You also have a list of every voter whose ballot is still out there waiting to be filled out the way you want it filled out.
