If it ain't from Japan it isn't anime since that term is specifically used for Japanese animation

Even if stuff from other countries is similar in style it comes down to the country of origin, for example Avatar the last Airbender looks a whole lot like anime but it is still from America, and on top of that is based on Chines culture rather than Japanese
