Because it's easier to create a label, ascribe all manner of social ills to that label, then apply it to anyone you don't like.

The education system has been intentionally and successfully defunded by billionaire elites for decades now. Especially in rural, religious, areas and for that very reason. They want the easiest people to manipulate to be as easy to manipulate as possible and for there to be as many of them as possible.

Seriously, for the same reason women who could read or had any medical knowledge were called "witches" in late mediaeval/Renaissance Europe.
