Most of the protesting took place at the Bishop Henry Whipple Federal Building at Fort Snelling in south Minneapolis.

That's where ICE is headquartered, BTW.

You're talking about two entirely different protests. The major protests took place at the Federal Building and the VA Hospital just about a mile away. Your "view from above" was somewhere else.
