The man is NOT legally required to "surrender" to immigration agents for any pretext they might concoct. He was born on American soil and was violently apprehended, as you note, trying to assist protestors who were being bullied by the masked Trump Secret Police. I saw six cops beating him on the ground with nightsticks, just like the Rodney King incident-- they were scared that he was going to kill hem with his phone?
