First they have to disarm the entire population. So far they have been unsuccessful regardless of their countless efforts to circumvent the 2nd Amendment with countless mini-laws to chip away at it.

Yes . . . the collective SHRIEK of, "Nobody is trying to take your guns from you," when the bill they TRIED to pass was intended to 'restrict' ownership or access to the same. The goal is to keep crafting and passing little baby-step bills into laws until they have effectively killed the 2nd Amendment without ever going through the Constitutional process of officially revoking it.
