Shooting in the car doesn't actually stop a killer. You don't die immediately in almost every situation where you get shot. It's faster to stop a car by shooting the wheels. And I think any trained officer should know that.

I personally think it would be more productive if we decentralized the government instead so Federal Laws only serve to protect freedoms and human rights. Then each state could individually elect leaders that would be a lot closer to what each state wants.
