2) To a point. One of my uncles was an electrician and it can be more complex than it looks even for apparently simple things. I agree a person should learn and know how to pump their own gas, add certain lubricants like oil, brake fluid, and windshield fluid, plus change and put air in a tire before getting a driver's license.
However things like changing a fuel/oil filter while maybe easy requires a lot of equipment like vehicle lifts that were never cheap to buy just for home use. There's also the matter of safety of raising a vehicle off the floor/ground and going underneath it. For basic maintenance or replacement I agree people should learn. But for complex things or the matter of safety then leave it to the professionals or become one yourself.
3) I don't know where you live but where I live the ability to grow crops is very narrow because of the winters. Yeah, I've joked about the winters I experience but when I complain about them, there's a reason. It's impossible to do viable community gardens because of snow. Even if we used greenhouses there's the matter of keeping everything warm because of the cold outside. That would get very expensive.
4) Another idea is to have term limits for public schools and to get rid of tenure. If a teacher isn't doing the job or worse abusing a student in some way then out they go on the spot and arrest and jail time if proven to be an abuser.
