They gerrymandered first, then California and some other states responded with some gerrymandering. Then a utah judge made them redo the districts and when they were done, there was one with majority democrats

Constitutionally it is given to the states to draw their districts. This has always been done by the party in power- as they say, elections have consequences. Gerrymandering was mainly set up to deny certain groups from representation. California and Massachusetts have about 40% Republicans yet the districts are drawn in such a way that those people don't have anywhere near 40% of the representatives. Texas has finally followed those states. Utah tried but an unelected judge said it didn't matter what the elected representatives wanted. Just wait until the Supreme Court overturns Gerrymandering along racial lines and hear the howling!. The meme is meant to address those republican states that haven't followed Texas. Gutless cowards all.

Republicans don't do it enough was the meaning of the meme.

Lemme be clear; doing it at all is anti-democratic. I think it shouldn't happen at all.
