My landlords from the apartment I used to live in owned a couple of buildings on the same block, the smaller one on the other side they ran dormitory style solely for college students from Fordham University right nearby.

Our building was mixed. We paid for our own Con Edison (gas and electric co), but in that other building, rent included utilities. Well they evicted the students in one apartment once because they had noticed that electric use had gone through the roof, and it turned out in their apartment it was because they were using a ton of growing lamps for growing marijuana in big fish tanks. This is a couple of decades ago, so still very illegal in New York.

In the UK, cannabis is still illegal
But not for growing 'christmas trees'

I don't smoke it anymore, but I always thought it should be legal to grow a couple of your own plants for personal use. It is in some states now.

I tried it once many, many years ago ... That didn't end well !
Even thought it wasn't for me, I still think it should be legalised here
