To be fair, he's giving his donors undisclosed concessions that the American people will have to pay for in the future (with our health, our children's futures, our national heritage . . .) instead of just paying it with our tax dollars directly. Going through budget approval and doing it that way would require actual institutional competence. He'll always go for the grift instead.
