Because Democrats can't do basic math. We have 5253 Republicans, and 60 votes need to be made to keep it open, so like, 7 Democrats also need to cooperate, and only two of them did. So, 5 democrats can't do their job and help the people they swore to protect. Also, Trump doesn't control the Congress, he's part of the executive branch.
