They "might" fake arrests, but more likely long, drawn out hearings where no one is arrested or locked up. At most they might fake a trial and sentencing, then no one will be able to corroborate where they are locked up, or even if they are. No one has been able to learn where they put Aurora theater HOAX shooter James Holmes. Or if he's even locked up. He's not. His family literally came over on the Mayflower, and he and his Dad were both working at DARPA. He was just an actor on the world stage for a month or so. Has a new name, and still at DARPA likely. They never did learn who that 2nd gas mask belonged to at the theater.
