No, it was never approved at all. The process never began, there was not even an application for it.

As usual with Trump, he just went ahead and did it. And of course, as usual, nobody stopped him.

Oh, it'll go through the usual dance - a judge will order a temporary stoppage for 30 days pending review, and then another judge will say that it is illegal and Trump shouldn't be doing it because it's clearly unconstitutional and against the law and he's being a naughty lad and he should endeavor not to do it again so try to make this the last time, and then they'll allow him to proceed.
