Sigh! That's not a rash. That is bruising. It sometimes happens when a needle is inserted into the back of a hand for drawing blood. Before this sets off another round of conspiracy theorizing, during regular health checkups a White House physician will draw blood as part of his tests.

Blood draws for a checkup don't usually come from the back of the hand: that looks like the bruising from an IV insertion site.

It entirely depends upon how easy it is or is not to find a good vein site in the crook of the elbow during the blood draw. This is a fact that as a veteran in and out of my local medical center several times per month for the last couple of years I know as a fact. I've had exactly that sort of hand bruising . . . just . . . like . . . that.
