They are not illegal and the U.S. Supreme Court will soon slap down yet another rogue leftist activist judge 'ruling' way out of his or her jurisdiction. Eventually the DOJ is going to start recommending impeachment of these rogue leftist judges for deliberately infringing on the Constitutional Powers of the Presidency while playing politics with the nation.
