To play devils advocate;
They have had such a bad government that they send people over the boarder. They all go to Califiornia, which is good, because we are the largest Agriculture producer in America, if not the world. All of the workers are mexican. Wonder why produce prices are rising? It's because less pickers.
However, the government itself has done barley anything.

When I was in 8th grade & jr HS we picked melons. Summer break was original created so kids could pick the crops. Lazy kids no longer want to earn money they want it given to them. A hew melon seasons & I had enough money to buy a USED 56 Chevy, I drove it to NOGO and had a great time

They signed the Treaty of Guadalupe Hidalgo (1848).
They signed the Treaty of Mesilla (1854).
They sent some token troops into the Philippines during World War II (after some arm-twisting).

Pretty much nothing of note since.
