USAID was a slush fund run by the State Department and used by politicians to support "off the book" causes they liked. It has been dismantled under Trump. There were billions used for absolutely ridiculous causes -- but it's coming out that many of the Non Governmental Organizations (NGOs) that were getting these grants were conveniently run by family members of Senators and/or Congressmen. They were paying themselves exorbitant salaries and not doing any of the work they claimed.
