Charity cannot exist without prosperity. The advantage of a prosperous populous under capitalism is that voluntary charity goes to people who truly need it. It also forces the needy to maintain good relationships within the community.
Depends on which model you're talking about. There's the Henri de Saint Simon model and then there's the Engel model. . .I notice modern socialists don't accept or talk about Henri's model much. . .
