Reducing testosterone levels is not going to turn someone into a physiological female. There are significant differences in skeletal structure, muscle mass and density, amount of twitch muscle, adrenaline reaction, and lung capacity, etc, which typically tend to get biological males and advantage with physical activities, practically sports as well as others that are more strenuous.
That's why women, despite having far far bigger leg and buttock muscles, are not outdoing men when it comes to track, pole vaulting, and other sports where those coming to play, which is basically all of them to some degree or another. Even if you say well perhaps the average woman can't throw a football as far as the average man, she should be able to run circles around men on the field if you just pass it to her, yet that is not the case.
