The South African government doesn't keep crimes statistic based on race, at least not that they publicize. So from that angle, they can claim it's a subset of a larger picture which affects more blacks than whites, thus minimizing it.

No the government is just sanctioning seizing property from whites, but the “kill whitey” message is active in some of the political parties that make up the government.
