Actually it can be proven that all innovations were designed on the civilian market while the military was slow to adapt. Case in point, the Sharpe Carbine and Spencer Repeating rifle were civilian developed and many soldiers bought them out-of-pocket because they were issued smooth-bore muskets that were obsolete.
