Prices in general need to come down. This is where you keep an eye on supply and demand, transportation costs, and all red flags of inflation. Lower the reasons why prices in general are so high and eventually you lower the cost of everything and instantly people do have more money to spend on both necessities and luxuries.

People can then even begin saving some of what they have been forced to spend just to survive. It makes for a happier all around population.
