Considering that the militia as per George Mason (one of the fathers of the Constitution) is every man capable of bearing arms, and the text of the second amendment is that the militia (all men capable of bearing arms) needs to be well regulated (that is, well supplied and equipped) it stands to reason that the second amendment is a mandate for all citizens to own and carry firearms.
