so? Either way you're helping people. North Carolina can be rebuilt easier since its part of the US. Syria is on fire (metaphorically) and a warzone. North Carolina isn't a struggling middle eastern country in the middle of total anarchy. And why does it matter? Either way we are going to help a lot of people no matter which option we take

So, it's tempting to expect that rebuilding happens instantly. It is. How long do you think it took to rebuild the infrastructure in New Orleans from Katrina?

Did you guess a decade? Because it took a decade. It was 18 months for just minor house repairs and remodeling to deal with the water damage.

It is unreasonable to expect that within a few weeks everything will be back in place.
