Most communist and socialist were barred from many government jobs. They went into the education system, taught a bunch of fragile developing minds. These children grew up and slipped into government rolls.

They also went into media jobs.

Hollywood people ratted each other out and got many of them blacklisted.

In a democracy they could have voted to incarcerate all suspected commies. But that was prevented by the constitution of the republic.
