Because it doesn't have enough mass to be the size of a planet. Also, it gets in the way of Neptunes orbit which normal planets don't do and its largest moon is over half the size of Pluto itself! So NASA unfortunately had to classify Pluto as a dwarf planet which is valid but still sad
