As migratory waterfowl, they can only be harvested under controlled conditions.
There might be a reason for this behavior, having come from a country where you have to eat whatever is available to survive, but it's not an excuse. When you visit *any* country, to say nothing of making it your home, you learn its language and customs, including social mores and taboos, or don't go. In this country, cats, dogs and a few other animals are pets and not to be eaten. California even has a law - passed by the voters - against horse meat for human consumption.
