A charged particle in motion produces a magnetic field. The Earth is rotating and orbiting around the sun, so why aren't charged particles always producing magnetic fields? Obviously the Earth is the center of the universe. Whether it's also flat or not could be debated.

Motion is relative, so you need to include a reference frame when determining the motion of an object. If a charged particle is in motion relative to the reference frame, then it produces a magnetic field, otherwise it only produces an electric field. This is a part of special relativity.
