Cuba, North Korea, Vietnam, China, Laos … it failed in the Soviet Union, Poland, Lithuania, Ukraine, Estonia, Latvia, Belarus Yugoslavia, Kazakistan, Albania, Bulgaria, Romania, Yugoslavia, Uzbekistan, Czechia, Slovakia, Mongolia, and basically all other countries that have tried it.
