Not really. Though this error sometimes alternates between two messages, the one in the image and another one saying:
"Youtube is limiting downloads due to high volume. You can try again later, or try a different video host. If you want to guarantee that a video will work for you, you can always use the slightly slower method of downloading the video to your own computer using a video downloading tool, and then uploading it to Imgflip using the Upload button. NOTE: Upgrading to Imgflip Pro will also ensure video urls work consistently."
It seems like it's imgflip that's intentionally stopping video fetching from YouTube and not YouTube itself, because they say that upgrading to Imgflip Pro will make so that YouTube URL's work consistently, so I'm guessing it's another paywalled feature beacuse of processing costs and yadda yadda, which is sad because it used to be free.
A workaround, like the previous message said is to download the video from YouTube, and uploading that local file to the GIF maker, yeah, annoying...
