That sounds about right, but all it would take is a propaganda campaign, severe brainwashing, and a little genetic modification to get babies into killing machines.
(I'm vastly oversimplifying it, but you get my point.)
However, the people(and parents) likely would disapprove of stuff like this, which would probably result in moral dilemmas. And then, protests. And if we're especially lucky...riots.
