It's no conspiracy theory that it's standard procedure to put an agent on each roof and clear and close each building. It's standard procedure to immediately return cover fire as well. None of which happened.
Also witnesses are saying they saw the guy and reported him to police who did nothing.
It's not a conspiracy theory if it's factually true.
