Look no farther than Biden and his appointees. Trump put sanctions on the Russian company building NordStream 2 gas pipeline to keep Europe from becoming politically dependent on Russia for energy. Biden rescinded the sanctions to the benefit of Putin/Russia almost immediately after taking office.
