Look up laws in Northern states about voting and citizenship. Civil War was not fought to free the slaves. Some fought to preserve a nation. Some fought to create a new one.

Jeffery, you are correct. The Corwin Amendment would have made it impossible to outlaw slavery. The point being that the Southern states did not want to stay in the Union. They felt they did not have equal representation in Washington, and with the expansion of the West, they would have had even less.
