Yes . . . well that and because there's no more certain way of nearly instantly becoming a millionaire overnight at the national level of 'public service' than via vote selling and other forms of traditional and essentially protected graft. THE FBI WILL look in the other direction unless said specific politician tics off an even more powerful and influential politician by not playing the game properly; i.e., selling out to him or her or to his or her own owners.
