California is a big state with a big population, much of it rural.

California and Washington claim that it would open the door to imposing restrictions on reproductive health including access to things such as birth control. I find that argument weak to me personally and it’s cringe that they do that.

But regardless it requires a judge to approve the license of anyone below the age of 18 regardless of consent of the parents/guardians. Which is a weak stopgap but better than nothing. And all bills in Republican states to push for a ban have been obstructed by republicans.
